Full Journal pdf1997-02-13 Senate Journal Page 0334 SJR 9 SENATE JOINT RESOLUTION NO. 9 Urging the United States Congress to pass legislation to open the coastal plain of the Arctic National Wildlife Refuge, Alaska, to oil and gas exploration, development, and production, was read the second time. 1997-02-13 Senate Journal Page 0335 SJR 9 Senator Lincoln offered Amendment No. 1 : Page 3, following line 8: Insert new material to read: FURTHER RESOLVED that the Congress work with the state to ensure the continued health and productivity of the Porcupine Caribou herd and the protection of land, water, and wildlife resources during the exploration and development of the coastal plain of the Arctic National Wildlife Refuge; and be it Page 3, lines 9-10: Delete protects the environment and Page 3, line 10: Delete to the maximum extent possible Senator Lincoln moved for the adoption of Amendment No. 1. Senator Taylor objected. Senator Lincoln moved and asked unanimous consent to withdraw Amendment No. 1. Without objection, Amendment No. 1 was withdrawn. Senator Lincoln offered Amendment No. 2 : Page 3, following line 5, insert new material to read: WHEREAS, the state will ensure the continued health and productivity of the Porcupine Caribou herd and the protection of land, water, and wildlife resources during the exploration and development of the coastal plain of the Arctic National Wildlife Refuge; and Senator Lincoln moved and asked unanimous consent for the adoption of Amendment No. 2. Senator Sharp objected, then withdrew his objection. Senator Pearce objected. The question being: Shall Amendment No. 3 be adopted? The roll was taken with the following result: SJR 9 am Second Reading Amendment No. 3 YEAS: 4 NAYS: 14 EXCUSED: 2 ABSENT: 0 Yeas: Adams, Duncan, Ellis, Lincoln Nays: Donley, Green, Kelly, Leman, Mackie, Miller, Parnell, Pearce, Phillips, Sharp, Taylor, Torgerson, Ward, Wilken Excused: Halford, Hoffman and so, Amendment No. 3 failed. Senator Taylor moved and asked unanimous consent that the resolution be considered engrossed, advanced to third reading and placed on final passage. Without objection, it was so ordered.
